I just intalled windows me over my windows 98 and now when i restart it, all I get is a blank screen. I don't get any icons or the tool bar at the bottom where the start button is. How can I either fix this or take Windows ME back off my computer?

The best way to take ME off the machine is to format the drive, and go back to 98. But, I bet you don't want to lose your files in the process. If you did not choose to save the 98 files during the installation of WinME, and if the following trick doesn't work, this is what you may need to do.
WinME can be a bit quirky with hardware on a new installation, try this trick first.
Boot the computer, tap the F8 key repeatedly so you can access the WinME start menu, and select Safe Mode. After it gets into Safe Mode, shut the computer down, then boot the computer and see if will now go into Normal mode on it's own.
If that doesn't work and you did save the 98 files, go into Safe Mode again. Go into Add/Remove Programs, and choose to uninstall WinME.
