Start Menu Programs

I am using the Start Menu layout on my recently purchased laptop. This problem come with the computer and I only noticed it when I attempted to drag or move one of the programs listed in the program menu list. The problem is that while I can open programs that are listed I can't do anything else with them such as, drag, delete, rename. My Classic Start Menu works great. I have several desktops and I have never experienced this problem before. Any suggestions?

Right click the Start button and select Properties.
Click Customize
Select the Advanced tab
Check the box labled 'Enable dragging and dropping'

 

That did the trick, amazing. I looked through the advance tab a million times and never once thought about enabling drag and drop.
