speed test

my server set for 15 mbps. when i check the speed i get 6-7 mbps.
if i turn on the procmon i get the full 15 mbps. it is as if the procmon is suppressing some hidden application.
i verified this using netlimiter

you are quite right.
since my last entering the problem i tweaked my computer which was sitting at 8mbps setting.
today i retested the speed and came up with the following results for 4 runs:
without procmon: 11.52 mbs and 9.33 mbs (
with procmon running: 15.75 mbs and 15.92 mbs

i finally solved my problem. i downloaded a tweaktester from:

Admin: deleted URL, bad site see: http://www.mywot.com/en/scorecard/3d2f.com

the program is DSL SPEED 7.1.
after tweaking my computer, for 2 runs i got:
without procmon: 14.85 mbps and 15.04 mbps (which suits me fine)
with procmon: 15.75 mbps and 15.54 mbps (slightly higher but who cares)

i noticed you deleted the site for the tweaker. be that it may, today i again checked my speed and lo and behold i am back to my original problem of 6.5 mbps. i again tried the tweaker but to no avail. i am back at square 1. help!
i didn't get a chance to indicate that my problem was resolved. how do i do that (for the future)?
