Specific 911 [virus]

I peridically receive a virus of some sort that takes over my computer through windows explorer. It is call SPECIFIC 911. I bring someone in an they are able to clean it out but it then comes back.

I would ask if anyone has heard of this and is so how can it be eliminated

Need a lot of information. What protection do you have on the computer?
What have you tried so far. You need at least an updated antivirus program, spybotSD and adaware, and above all a properly set up firewall.

Meanwhile do an online antivirus scan with housecall or rav (you can find them in the 'Links' below), run adaware and spybot after updating their definitions online, and then get hijackthis, put it in it's own folder and run it, save the log and paste it into your next post, without trying to fix anything until you get advice here.
