What browser are you using? Is this a laptop or desktop? Wired or wireless mouse?

It happens to me on both Google Chrome and IE8, but it usually sttles out after a couple of minutes. I suspect that it's caused by pop-up ads trying to get through the blocker. I see all kinds of screwball addresses flying through at the bottom of the screen for things I never use (particulalry Facebook and Twitter). Whether the sites use these for some background, I don't know.

I keep Task Manager running and have it minimised to the tool tray. That way, I can see if the CPU is at a high percentage usage.

I have a Logitech wireless mouse and keyboard and I'm running WinXP.

Seen weak batteries on the mouse cause this and like Steve said, pages loading slow and adding stuff and it jumps around.
