Some links won't load when clicked on

When I click on some links on web pages, including this one, the outline of a new window will come up, but the web page never loads. I use windows 98se. The same thing happens in outlook express when I click on a link that has come in an email. Before I posted this message, I clicked on "Posting Rules" and got a new window with the hour glass, but the page never loaded. Other links do work, but many don't. In looking at the source for the html to this link it shows: Please follow <a href= "http://www.windowsbbs.com/rules.php" target= "_blank ">Posting Rules</A> when posting</b></td>

I am wondering if the "_ "blank" tag is what's causing the problem.
In checking the source for other links that don't come up, they too have the "_ "blank" tag.

Can anyone shed any light on this for me?
