Was this a clean install onto a freshly formatted disk or an upgrade over Win 98/Me?

If a fresh install did you enable the firewall (on by default in SP2) or install a third party firewall and antivirus software before accessing the internet?

How much RAM is installed on your PC and which processor are you using?

Although Win XP will run reaonably well with 256 Mb, 512 Mb is preferred.

Your download problem with Java may possibly be with the Sun site - do you get any error messages?

Barry Buzzard--Is this the only download with which you are having problems?
The entry page for Java downloads which I use is
    http://java.sun.com/j2se/1.5.0/index.jsp
Click on J2SE 5.0 or J2SE 1.4.2 in the right margin.
When you get to the actual download page (after registering), note that there are two downloads possible. One is the whole program (to be installed Offline). The other is a setup file which then requires you to be connected to the Internet for installation (Online). You might try whichever one you have not tried to date.
I do not use the Sun Download Manager.

XP is a much larger program than Win ME

This site has tons of tweaks to help speed up XP:
