slow setup w98se

Due to problems, I am attempting a clean boot.
Having started SETUP, the estimated time box on the left of the screen shows 30-60 minutes. However, as soon as the setup wizard is initiated, this time suddenly changes to 214 minutes. At first I didn't believe it, but it does take that long!
I've never had this problem before and don't know what to do next.
Help please.

I believe this is after the first reboot, so I would guess some hardware is hanging it up. I would remove all PCI cards (sound, modem...) except for the video, then reattempt the installation of windows.

 

In the end, I reset the BIOS to default.

check your startup items
start > run > msconfig

Check for spyware spybot , adware are two
resources

Have you installed anything overly demanding like Norton products retail
or even direct X version 8 or above
seems strange to me as well
Also check into bios
make sure it is reading all the ram
Reset to factory defaults
