Slow internet speed

I am at my wits end trying to solve a problem that started 4 days ago. My dial-up speed suddenly went from 45333kps to a mere 12000kps. I have spent hours on the phone with AOL, had my phone lines checked by the Phone Co, replaced my modem, bought..installed..and ran Ad-Aware-(with NO spyware/adware found on my system), as well as numerous other tweaks I have picked up from WinXP books. If anyone out there has a suggestion, I would give you my eye teeth!!
