Slow internet on User Profiles except as Administrator

    Have a computer at work that has failed. Got a new hard drive for it. Installed new Windows 7 64-bit. It is all Updated and all drivers are working normal.
    However, when logged on as a user (Domain) and try to go to the internet. It is slow. Extremely slow.
    Same problem with any user I log on with. I have used my log on and even our "God" log on account. Internet is still slow.
    But when I log on with the Administrator account, there are no problems.
    Ideas?

    The computer is joined on a domain. No matter what user i log in with...they can't get good connection to the internet. But the administrator is perfectly fine. I thought maybe the profile would have been corrupted. So I removed the account...reloaded...same problem. Updated all Intel chip set and everything...still have the problem.

    Sounds pretty much like SpywareDr implied: User throttling via domain policy.

    If you have control over the DC, you could try to recreate the computer account.

    Could spyware get attached to the motherboard...I've seen viruses get attached to mother boards before...not sure though.

    The only storage capability built-in to the motherboard is the little CMOS chip where the BIOS settings, date, time are stored. However, it can be reset back to factory defaults via a jumper on the motherboard or by removing the CMOS battery for a few minutes.
