Control Panel to get to display properties.
Or Right click on your Desktop and select Properties to get to Display Properties.

Are you talking about XP or Vista. I usse XP and I can't find the commands you mention:

I get Properties, Appearance, Advanced, and under Item, the toolbar is NOT listed
I tried to Ctl_C the list but it is not allowed here. I also search TweakUI - Nada

If you're referring to the icon size in the Quick Launch bar on the Taskbar:

Right click an empty space on the Taskbar and if "Lock the taskbar" is checked, click on it to uncheck it.

You will now see small vertical lines of dots on either end of the Quick Launch bar. Right click on the one on the left-hand end (next to the Start button). That will give you a menu with View as one of the options.

On that View menu you can left click Large Icons.

That will change the size of the Quick Launch icons only and, to accomodate the larger size, the Taskbar will increase in height.

This will not affect the size of the Notification Area icons. I know no way to increase the size of those.

This is why I have asked for "which toolbar" you are referring to.

I believe Steve is trying to direct you make adjustments to the "Menu " option in the dropdown list via the appearance tab "advanced button ". Personally I tried this but only noticed a change in a few applications. This is the menu bar by the way, "file edit view etc ", which rarely has icons in it, at least on my computer. This mostly just increased the space used. I could be wrong here, so Steve may need correct my understanding.

I'll take my shot and add that if this is the taskbar you can control that by enlarging the size of either the "inactive" or "active" titlebar. (surprise to me...just noticed this also enlarges quicklanch as well as systray notification icons). On experimentation this will enlarge icons of any toolbar on taskbar. Be careful to large and icons look awful. Taskbar may have to be unlocked, not sure.

Some toolbars, that are customizable, are going to be limited to choice from within their own option settings and usually this is limited even further by only offering two choices, either large or small icon.
