When I double click on any program or try to open a program from run I get
Signature Validation Options Popup! That says

    Signature Validation Options
The validation of digital signature within Explorer can be enabled or disabled. This affects only the icons displayed, but not the ability to manually validate digital signatures. "Check Box " Validate digital signatures and displya special icons Changes to this setting will not take effect until the next time you log on to Windows. OK or Cancel
SELECTING OK OR CANCEL DOESN'T START THE PROGRAM

MY RIGHT CLICK MENU DOES NOT INCLUDE OPEN. IT DOES INCLUDE ENABLE/DISABLE DIGITAL SIGNATURE ICONS
I can open programs by selecting run as and then:
    Run As:
    checked: current user (VALUED-542545D6\Laura Kreinbring)
checked: Protect my computer and data from unauthorized program activity
This option can prevent computer viruses form harming your computer or personal data, but selecting it might cause the program to function improperly.

AND DESELECTING THE PROTECT MY COMPUTER BOX!
    HOW CAN I FIX THIS?

I'm about ready to do a system restore from previous to Sept 2.
I want to see if there is simply an easier way to correct this problem, although system restore is supposed to be easy according to microsoft.com.

Was able to fix the Signature Validation, but not context menu

This Signature Validation Issue was caused by
AcSignOpt.exe REMOVED AND WAS THE AUTO CAD CAUSE OF Signature Validation Options popup when w/ Run: regedit etc. We had a copy of AC 2005, and never used it. I also uninstalled it, although that didn't solve the popup right away.
I DIDN'T HAVE TO REINSTALL THE OP SYS!!! YAY!:p
