Sometimes it takes 2x (hitting Shutdown/Restart) for the machine to restart.
I wait for it, but sometimes it just shuts down one program and then nothing.

    XP w/ SP2

Sometimes there's a background program running.
Do you notice any hard drive activity on the first shut down?

    Also try this:

    Start > Run > chkdsk /r > ok > Y > enter > Restart

Allow CheckDisk to check the disk for any inconsistencies and repair them, on next restart

You can also try updating to SP3
As it is stated to allow Windows to startup and shutdown better (plus its an update :))

Answered on your other presently active thread

You should only be working off 1 thread at a time to avoid confusion
