Click the Start button, type in:
    shutdown -s -t 0 -f
    and press [Enter].

Let us know what happens ...

BTW, that "0" in the command above is a zero, not an uppercase "oh ".

I just clicked the Start Button on my PC and couldn't type what you said. It won't let me type anything. Do I have to go someplace else after I click Start?

You have to click Start< Run then type shutdown -s -t 0 -f and press enter for the command to work.

The zero in the command is how many seconds before your system will shut down. If you want to test the command but you don't want your system to shut down immediately then replace the zero with a number like 500 for example which is how much time in seconds. If you want to stop the shut down request you can click Start< Run and type shutdown -a to cancel it.

The "Run" command is not available via the Start menu unless you customize the start menu. Easier, faster way is to go to Start button > All Programs > Accessories > Command prompt and put the command in there.

Right-click the Desktop, select New > Shortcut, then use the:
    shutdown -s -t 0 -f
    string for the command.

Now whenever you want to shutdown, simply double-click your new shortcut.

I have Start and Restart pinned to the taskbar. Saves time.

Sometimes, depending on the online credit card processing company, it can take over a full minute for the transaction to take place and the browser to display it.

I suggest you start a new thread in the appropriate browser forum here if continue to have similar issues with using the WWW and your browser.
