Is the VPN from router to router, or from server to router?

Try using Windows Explorer rather than IE, but I doubt that is the problem.

Sharing files via Windows standard sharing over an ADSL VPN network can be problematic because of the low bandwidth - FTP is often more reliable. However, I wonder whether this is a permissions problem. Check that the share permissions allow the Everyone object to connect.
