Share Folder to "User" not to Network

    When assigning a folder to "Share Status ", XP always refers the share attribute as a "Network Share ".
    Now the following conditions......
    No Network.
    One computer.
    Multiple users, each have unique "log on name ".
    3 users (A,B,C) need access to the same "folder" which interacts with a common program peforming reads, writes, and deletes.
    "User A" currently owns the "folder" that interacts with common program.
    How can he "Share" that folder when user B or C are logged on?

    Must be moved or copied to the folllowing path.
    C:\Documents and Settings\All Users\ .......
