Hotmail requires you to have the paid version to download to Outlook Express. You'll need to look on Yahoo's web site to see if they allow it.

How to configure an AOL e-mail account in Outlook Express
    http://support.microsoft.com/default.aspx?scid=kb;en-us;883081

"Until recently, AOL’s e-mail technology was not compatible with Outlook Express. AOL has now made it possible to configure later versions of Microsoft Outlook, Outlook Express, and Microsoft Entourage to use AOL e-mail accounts. "

If you were able to use pop mail with Hotmail before they started charging for it, you should be able to still use it. At least that's my understanding. Mine still works and I've never paid a dime.

To set it up, open OE and click tools accounts and add the Hotmail account there. Here is the server address.
    Code:
    http://services.msn.com/svcs/hotmail/httpmail.asp
Add your username and password and see if it works.

I don't have Outlook so I don't know for sure where you'd add the account using it. My guess is that it would be similar (tools>accounts).
