Security Update for IE 11, 64-bit will not install (KB3038314)

    I have built two new systems the past few days with Windows 7 Professional, 64-bit. One of the updates fails to install in both systems. The update is "Cumulative Security Update for Internet Explorer 11 for Windows 7 for x64-based Systems (KB3038314) ". The update fails with error Code: 80092004.

    I don't know if it's related, but last night MS notified me that 3 optional updates were available:

    Update for Windows 7 for x64-based Systems (KB3048761)
    Update for Windows 7 for x64-based Systems (KB3020370)
    Update for Windows 7 for x64-based Systems (KB3013531)

    I downloaded and installed them, and everything seems to be OK so far.

    I believe that MS has made a mess of "cumulative" updates for Internet Explorer 11. They are said to be but aren´t and it started several months ago with one "cumulative" update being a prerequisite for another "cumulative" update. Last week, I installed a fresh system (Windows 7 64-bit) and after upgrading from IE8 to IE11, I installed all updates offline. I skipped all previous "cumulative" updates but KB3038314. It installed but when connecting to the internet for the first time, running Windows Update, KB3021952 popped up which should have been replaced by KB3032953 and KB3038314 in succession.

    After installing KB3021952, it came back in Windows Update but at a reduced size. I read Microsoft Security Bulletin MS15-009 and found that

    So, if you don't have KB3021952 you won't get KB3023607. Subsequent "cumulative" updates will install but Windows Update will nag for KB3021952 to be installed to get KB3023607.

    Today, a fresh installation of Windows 7 64-bit and IE11 needs (for IE11) KB2929437, KB2976627, KB3021952 with KB3023607 and finally KB3038314.

    If you download and install the updates offline, KB3023607 can not be applied until KB3021952 has been installed and the computer has been connected to the internet and Windows Update has been run.

    Are the guys at MS paid extra to make things difficult? KB3023607 is not an update to IE11 as such but why not include it in the "cumulative" updates?

    Now you can't even have a look at the updates without first logging with your hotmail/outlook account.
