Hi gail 50. Welcome to Windowsbbs! :)

To fix this issue with slow scrolling open Internet Explorer and click Tools< Internet Options< Advanced tab. Under Browsing, there will be an option that says use smooth scrolling. Make sure to uncheck that box and click apply and ok. Restart Internet Explorer and the slow scrolling should be gone.

To find what graphics card you have click Start< Run< and type dxdiag and press enter. This will open the DirectX Diagnostic Tool. After it has opened click the Display tab and let me know what the graphics information says.

The system is usingthe generic video driver. Please install video driver provided by hardware manufacturer.
To test DirectDraw functionality, click the "Test DirectDraw" button above.
Direct 3D funtionality not available. You should verify that the driver is a final version from the hardware manufacturer.

Hope that helps, as I have absolutely no idea what it means, lol

We'll help you out. Don't worry. It looks like you simply have some driver(s) issue.
What was used to reinstall Windows? Windows XP CD, or some recovery CD?
    What's computer brand, and model?

    Go Start>Run, type in:
    devmgmt.msc
    Click OK.

    Device Manager will open.
Do you see any yellow "? ", or "!" marks?
If so, what are the names of devices listed with the above errors?

    Download, and install Everest: http://www.majorgeeks.com/download4181.html
    Open it.
In left pane expand Computer folder.
    Click once on Summary
In upper menu, go Report>Quick Report-Summary
Save it in text file, and paste it in your next post.
Don't include anything under the line Debug - PCI

Start with downloading, and installing chipset driver from here: http://www.viaarena.com/default.aspx?PageID=420&OSID=1&CatID=1070

    Then, you have:
    1. Right click on that device and click on Properties.
    2. Under the Properties window click on Details tab and select Device Instance Id from the drop down box.
    3. You should see a code similar to this:

    PCI\VEN_8086&DEV_27DC&SUBSYS_30868086
    &REV_01\4&1E46F438&0&40F0

    4. Copy, and post what's there.
