This means that the video card driver has become corrupted and windows is using the default VGA safe mode driver which works on all video cards.

THere are a couple of approaches.

If it just happened and you have not messed with anythign just run system restore and restore to before it happened.

If not go to control panel /device manager and locate any entries under display adapter and click remove.
Reboot and hope windows still has a backup driver and detects it and loads.

The best approach is to download this free tool

    http://www.snapfiles.com/get/everest.html]http://www.snapfiles.com/get/everest.html
Install and run and go to Display / GPU
It should identify the chipset of your video card and give a link to the driver download.
At a minimum, over on the right it will list video adapter which you can post here for more help.

    To change owner:

Run the Registry Editor (REGEDIT.EXE). Back up the registry first. Then open HKEY_LOCAL_MACHINE\ SOFTWARE\ Microsoft\ Windows\CurrentVersion.

To change the values of the RegisteredOrganization, RegisteredOwner, or ProductId, simply double-click on them.

This will only change the registered user information for Windows, not for the applications on your system. To change them try uninstall and reinstall.
