    Windows XP

Having a problem cannot get to Run from Start, so no REGEDIT OR MSCONFIG.
Does not effect system. What do I do to repair/add Start?

right click on task bar, select properties, select start menu, select customize,
select advanced. Scroll down in Start menu items and select the options you want. That should do it

Could not find any Start Items that would connect me to Run, did I miss something?

the RUN command is close to the end of the list in Start Menu Items.
You have to put a check mark on it.
