You could also use a friends computer to download the tools & transfer them via a USB stick.

Did an XP install CD or a Recovery CD come with the computer or is there a recovery option shown at the POST screen?

Check out your manual re. reinstalling the Operating System - it may help to post the make and model no. of the laptop.

You have to boot from the CD - did you do that? - check in the BIOS that the boot order is set to CD-ROM/DVD > Hard drive.

Unless we get feedback to the questions asked the chances of helping you are limited ....
When the computer boots you should see on the POST screen (white text on black ground) with or without the manufacturer's logo a message to the effect ......

'Press xxx key to enter setup' and maybe 'Press xxx key' for boot order.

Do you not have a manual for this laptop?

That is your Operating System, not the make & model No. of the laptop - common laptop makes are Dell, HP, Acer, etc - your manual will tell you.

However as your boot order is ....
(which leads me to suspect that you have a netbook?) insert the XP CD into the USB CD-ROM and boot the computer which should boot from the CD - follow the onscreen instructions - expanded in my notes below (be aware that you will lose all data on the laptop and will need to reinstall your programs) .....
I will not be back on the BBS untill tomorrow morning - outside possibility late tonight (UK time).

There should be a section in your manual regarding system recovery, i.e. reinstallation.
