Right click -- IE 9 -- can't open link in new tab

    I have just reinstalled IE 9 on my computer, and for some reason when want to follow a link in a new window, it doesn't work. I hit the right mouse button, and the option to open the link in a new tab is unavailable (faded out) I've tried updating the Google toolbar, and deactivating add-ons. The mouse wheel option doesn't work either. What gives?

    I have IE 10, and the New Tab selection under File is greyed out too.

    Will setting IE back to defaults change any and all customizations to the browser? Such as re-enabling disabled addons, customized security settings (no third party cookies), etc.?
