restriction is effect on this computer

i got this erros when i try to go i.e>>>tool>internet option
message appears this operation has been cancelled due to restrictions of in effect of this computer . Please contact your system administrator.
now help i think some one has been changed my explore setting or applied some restriction so plz help me how i get back explore internet properties option now windows 98 sec i.e 6
i tried to unistall into previous version 5 still same problem
but i can go to from destop explore properties but during browsing i mean when i open explore or website then i want to make page default from site so this errro appears will you tell me
how to get rid of this problem thanx lot
