I'm wondering if someone can help me. I've been trying to solve this problem for about 3 months now. For some reason I cannot access Internet Options through the tools menu within IE. I get a restricted message that says to contact the administrator. I tried contacting Tech support through Microsoft, but you know how that is. They are just playing around and reading a script. I would like to attach a picture of the message that I recieve, but I don't see where I can do that in this message. The message says: THIS OPERATION HAS BEEN CANCELLED DUE TO RESTRICTIONS IN EFFECT ON THIS COMPUTER. PLEASE CONTACT YOU'RE SYSTEM ADMINISTRATOR. I'm the only one on this computer. There is no one else authorized on this computer but me. I am running Windows XP Professional, and I also use Bitdefender as my anti-virus.

    Hi, Tim. :)

Perhaps you have an anti-malware application configured to prevent accessing IE's control panel from within IE.

For example, Spybot Search & Destroy has a "Lock IE control panel against opening from within IE (current user)." configuration option that results in the issue you described.

If you have installed Spybot Search & Destroy and fiddled with its settings in the past, then open Spybot and switch Spybot to "Advanced mode" (if you aren't in that mode already). Click the "Tools" button (near the lower-left corner of the Spybot window) and then click the "IE tweaks" item in the menu on the left. That is where the "Lock IE control panel against opening from within IE (current user)." option is located.

OMG! that is definitly what it was. I do use Search & Distroy. It's a great feature, and now I know how to use it properly. Thank you so much, you have made my day!
