    Redefine problem

I apologize for my confusion. I am addressing the bar at the bottom of W-XP. The bar that contains the "quick start" icons and the icons adjacent to the clock. Again, how do I change the size of the text and the size of the icons. Thank you.

That's called the Taskbar and you can't change the text size etc..

You can make a Global system wide change to text by going into Display properties->setings tab->advance button->DPI setting
