bobm735--Any particular reason why you posted in the Contributing Members' forum? You could be limiting the response you get.
I have had no experience with your problem. If it is legitimate, I would suspect you have a calendar program operating. Have you looked in Start|Run|MSCONFIG? Or IE Tools|Internet Options|Programs tab?
It could also be Windows Messenger or some similar program.
Or it could be spyware, trying to sell you something. Can you right click where it says "Page cannot be displayed" then Properties to see if you can get an address for the message? It is possible you have blocked that site in your Restricted Sites.

Not too sure where your problem originates, but I think it will get more exposure in a less restricted forum. I am moving your thread (initially) to the Win XP forum and we can take it from there.

    Bobm735,
When you boot the computer, are you online? It sounds like how a program that wants to access the internet behaves when you boot a computer offline (like with a cable modem shut off or when using a dial up connection). If that is the case, there is usually an option in the software to either take it out of startup, or wait until you call on it to go online.
