I have an old windows 2000 drive that has crashed and lost the boot sector area.

What is the very best software to dry and recover data from the programs so that I can reinstall the programs on a brand nre hard drive?

Easy way would be to remove the failing drive and connect the former slave as the master. If you have 80 cond. data cable, it's necessary to plug the master on the end connector and generally place the jumper at the Cable Select position. Older 40 cond. cables will likely require you to place the jumper in the Master position.

Then when you reboot and get the drive recognized properly, you can proceed to install the system to it.

After the install completes and you have rebooted a couple times successfully, you can then reconnect the failing drive as a slave (may need to change the jumper) and see if you can recover any data from it.

Try Active@ File Recovery. I have had very good luck with it. As Surferdude mentions, put your drive into another system or as the slave drive. Install the program on the working drive and scan the problem drive with their demo. It will show you what can be recovered before buying it.
