Problem Installing Q813951 in IE 6.0

    Am running windows 2000 professional and am trying to install a fix q813951 for IE 6.0. When I try to install q813951 it will not and says that I have to have IE 6.0 sp1 and q810847 installed. When I go to help - about internet explorer it says -update versions:; sp1; q810847;q813489. So Internet Exploerer says that I have the required items installed but when I try to install the q813951 it says that I do not. I have installed and re-installed all of these several times and rebooted as requested. Any suggestions?
