I've read around and nothing really hits on this issue.
I know Microsoft Support doesn't really care for any of the PowerToys product line, however there's a problem with the Image Resizer Applet.

    Okay, so:
When you do the whole right click routine, head into the 'Resize Pictures'
Tap into the 'Advanced >> ".

I'm trying to make an image NO LARGER THAN 590x450.
So naturally, it's a custom, and also the []Make pictures... is set to 'checked'.

It works for about half the images, and the others are 590x450++
So that []Make pictures smaller but not larger, doesn't seem to function at all.

I've tried to rotate the image and run a 450x590, but it's still doing the same thing. (450+ x590).. .

So I'm safely assuming the algorithm is just running off the larger dimension, and ignoring the other, even though it's out-of-bounds of the 450. In other words, that []Make pictures... is just a dummy button.

    (A) I'm totally open to suggestions to anyone that knows who to talk to get an updated version of it out there.
    (B) I'm always open to another free batch application, that runs right off the windows gui.
    (C) If anyone knows where the source code is for this application, I'm more than happy to just make a running version of it for myself.

    Thanks in advance for pointers.

I suspect though that the issue is aspect ratio. It might not be possible to scale the image as you wish while preserving the Horizontal::Vertical aspect ratio.

Who do you talk to? There is no fixed team of people doing PowerToys, and the cast is ever shifting.
I doubt the original author is even still an employee of Microsoft.

You will not be allowed source code. Not because it is a big mystery, but unsupported means exactly that to Microsoft.

    Hmmm... Thanks.
It really isn't an aspect ratio thing:
The application always preserves the aspect ratio.

The problem with the PowerToys app itself is:
For example, lets say you have a 2x1 aspect ratio image.
You want it to 'fit' a 55x40 window.
(So, I don't want the image to break the bounds of that window, nor do I want it to fill the whole window, ie preserve the aspect ratio [which it already does])

    IT SHOULD:
-Resize the image to 54x27 ( "fits" and still a 2x1 aspect ratio)
However, it's just functioning wierd and setting it to 80x40.
Which is meeting one of the bounds, but not both.

    MOST LIKELY PROBLEM:
    - It's not accounting for both the bounds... only one. Regardless of how it does the picking.
It's probably based on something like the aspect ratio, rounding issues, or it's just a plain oversight.

    Anyway, thanks for the help.
It's really a shame there's no way of even mentioning the problem with Microsoft.
I really think they should open up a feedback service for these minor things, and at least give people a mild hope of resolution.

You might try writing to Microsoft and see what happens. They can be surprisingly responsive at times.
