    :(

This morning I fought with a new system for three hours because Win98 refused to shutdown - it would get to the 'safe to turn off computer' screen and then system would power back up.

Here's what I tried to resolve it:

    Disabled fast shutdown in Msconfig.
Disabled the plug and play bios (ren bios.vxd bios.old)
Disabled IRQ steering in 'system devices' in DM.
    Disabled APM in windows
    Disabled APM in the BIOS
    Removed Norton AV
    Disabled ACPI in BIOS
Disabled all 'wake on' settings in BIOS

I basically modified everything I could find a reference to that had some interaction with the O/S shutting down the computer.

 None of them made any difference.

Swapped out the P/S and now it shut down every time with no hassle :D

I've never ran into this before - what would cause a P/S not to shut off when the M/B sends that signal?

On an interesting side note, while I was installing 98 during some of the restarts the computer had to be restared manually 'Alt,Ctl,Del' as it would hang at a black screen when trying to restart.

    psu

It was the switching signal from mobo to cpu of your psu. You can try to reseat the conns on mobo or reverse them. Best solution tho is a strong psu like in the $60 bracket, antec, enermax, etc: When you shut down the cpu is told to wait til all info registerd to "go back where you came" so ta speak, so it waits a bit, can't find the info & restarts. :)
