I was given a Celeron system, and when I turned it on, nothing happened -- not even the fan came on. I put in another power supply, one I know is good, and got the same result. Where do I look now for what's causing this?

I'm sure that you have checked the power supply at the wall :)

A possible culprit is the case switch which may not be making - one way of checking this is to locate the motherboard connections to the power switch - first check that they are seated correctly and if they are remove them and briefly short out the two pins on the motherboard (which is basically what the power switch does) and see if that breaths any life into the beast.
