Can the POP connector on Exchange 2003 on SMB server 2003 be configured to leave items on the server like Outlook does and have the ability for it to delete item after a certain # of days, like Outlook can.

I don't think so. The POP connector is fairly unsophisticated. There is more information here.

You could try a third party POP3 connector to replace the SBS POP connector. They often have more extensive range of features. However, my experience is that they can lead to more routing problems. Basically the ISP takes the incoming SMTP mail feed, and puts it into a POP3 mail box. Then the POP3 connector pulls the e-mail out of the mailbox and hands it to the SMTP mail feed on the Exchange box. Each stage can add or remove lines from the e-mail header, and the result is that Exchange has more work to try and work out the correct user mailbox to route the message to.
