My Windows 7 x64 desktop had some random shutdown issues (including not restarting for days on end) until I replaced the PSU. The cause, though, was not immediately apparent. (see Win 7 Ultimate x64... Blackout followed by issues). Unfortunately, as a direct result of this PSU failure, my shortcuts don't work (no longer have permission though I am logged in as an Administrator). WU stopped working as well. Just checking for updates now gives me an error code 80072EFE, unknown error. Never had any issues like this prior to the PSU incident. My Word docs won't open saying that I don't have adequate access privledges. What???

So, how does one go about reclaiming permission rights and fixing the WU error. I don't have an old enough System Restore point to go back to. That would have been way to easy.

Any help would be greatly appreciated. Thanks!

I ran the WU Troubleshooter and it was ineffective. This and the error code above seem to refer to some kind of connectivity but not internet.

I also just opened up the Properties for a non working shortcut and the Security panel shows "No groups or users have permission to access this object. However, the owner of this object can assign permissions." and the Permissions window is totally empty. Is it some kind of group policy thing or corruption? (I have no idea of course, what I am talking about).

Hi Larry. I would start by following my tutorial on Repairing Windows 7 and see if that solves the permission and Windows Update issues.

Yes, you probably do have some sort of corruption.

What happens if you create a NEW Shortcut to replace one of the broken ones?

    Hi everyone.

Evan- Getting ready for a vacation (and working) and have not had time to dive into the repairing of Windows 7 process. I will, to be sure, when I return in early Oct.

RL- Yes, it is the same computer but I recently got a response from someone in the know on a Mazda forum. The software says that Win 7 is ok, but the respondent said that he has never gotten it to work in Win 7. So, I have to move on to a Win 10 computer at work. My biggest concern now is making a safety copy of the navigation SD card in case things go awry. Maybe has copyright protection, don't know yet. Thanks for remembering that!

Steve- New shortcuts do work. Being that I cannot access even doc files (access privileges), the problem seems to be deeper than just replacing shortcuts at this point. I am an outcast on my own computer!

    Hi Evan,
Just taking a poke at the Windows 7 repairs. First thing is SURT and the latest KB file for Win7 x64 contains about 25 exe file links. What do I do with that??

I should add that I opened up the Properties on one of my dead shortcuts and completed the permissions section as Administrator and checked off all the permissions I could as FULL. Shortcut works now but I not only have a lot of shortcuts, but tons of .doc/.docx files that won't open, too. I am definately hoping that whatever we do will work "globally". Since permissions were erased globally, I would think that it is a reasonable expectation.

For better or worse, I chose "windows6.1-kb947821-v33-x64_09970839dac6c42dc911c5b945d0639b07cfc79a.msu".

SURT ran and the log says:

Ran Tweaking w/o benefit. No change. Next went to Safe Mode/Repair. It would not let me into Repair stating:
Boot Config Data (BCD) store file contains invalid info
    Object GUID {long number}, Error 0xc0000034.
Info: The configuration for an element within the object is invalid in the boot configuration data store. The associated Windows Boot Loader entry may not be available for selection until the problem is rectified by an administrator.

I tried to run the instructions for rebuilding the Boot Record but no Command Prompt would work.
I tried Safe Mode with Command Prompt, System Recovery Disc (store export failed, device cannot be found) and lastly,
from the Repair This Computer on my Win 7 disc, I cannot access Repairs as it says that my version is not compatible with the disc. What??? Now I am stuck.

Oh, Steve.... I just took a second look at your suggestion regarding the changing of a folder's ownership. I changed My Documents to Admininstrators (as offered as an option) and my doc/docx files all now seem to open!! THANKS!! DId not affect other file types. Some jpg's open and other do not, with those not opening having empty permissions properties like the docx files and stating "unknown format".

Now I am wondering if by changing the Owner from my user ID to Administrators, am I weakening the security of those folders and making them available to any Administrator at any User ID on my computer? Thanks!

Do you have a Windows 7 USB drive that you can boot the computer from? In step 10 and 11 in my guide have you considered performing a repair install of Windows 7?

No, but I do have an original Win7 SP1 Disc. About a year ago a calamity struck my computer. I have forgotten the details but I ended up with a stalled Repair Install that it took weeks for me to figure out how to get "in" and fix that. I had some GUID in the way then. I finally got to the Safe Mode Repair panel and found a boot up option to bypass errors (or close to that) and the repair completed. All good until the PSU failure. I found the GUID mentioned 2x in the registry, HLM BCD00000000 folder. Should I try exporting/saving the registry and deleting those two GUIDs?

So is the system working properly now after performing the repair install? I wouldn't bother trying to export any registry entries, just leave them alone.

Neither the Repair This Computer or the Repair Install would happen. Pls see messages #11 and #14.

This is why I brought up the invalid GUID key removal.

Would a Win 7 USB work any differently than a disc? Thanks

RL- The gist of the article seems to be that the USB version is the same as a CD based System Repair Disc but would be useful if you don't have a CD/DVD drive. Thanks.

I did run the disc/Startup Repair (though I have no startup issues) and two odd things were noted. The window that shows the OS is empty and the results of the repair effort said that "the root cause is that there wasn't a valid System Partition" ... .and that it was fixed. I ran it again and the same thing happened. Is there anything I can/should to do with that information? Thanks!

What does it show in Disc Management regarding your Partitions?
