pc keeps rebooting, can't access safe mode

    a problem is preventing windows from accurately checking the license for this computer.

    error code:0x80090006

    I have tried renaming the wpa.dbl file - no success
    tried using bootitng - no success either
    I can't find my recovery disks or I would just reimage it. Any suggestions would be appreciated.
