PC Failure to internet connect

Initial Power up (boot) fails to connect to the internet. Perform restart and the PC is operational? What action may I perform to remedy the issue. Please advise. Thanks for your time.

For your info. The following procedure resolved the issue.

Click Start and click on Run.
Type Regedit.
From the File menu, click on Export Registry.
Give a destination file (say Regbackup) and save it on to the Desktop.
Editing the registry:

Click start, run.
Type regedit and click ok.
Click plus sign next to HKEY_LOCAL_MACHINE
Click plus sign next to System
Click plus sign next to Current Control Set
Click plus sign next to Control
Move down to find Shutdown and click on it.
On the right hand side you will find an option "Fast Reboot ".
Right click on it to select Modify and modify the value to 0.
Click OK to close and then Shutdown the system.
