outlook express will not work on 98se

oe (verison 6.00.2800.1123) will not work on win98se,it gives me error number 0x800c0131. i have checked with internet provider(medicom) and we removed and added all the stuff and it still dont work. i have repaired the ie(verison 6.0.2800.1106) and dropped down to the 5. and brought it back up to the ie 6. so what can i do with this stupid thing because dropping and bringing it back up didnt do a bit of good. i end up e-mailing whatever i want to transfer to myself and that works.

and another thing is that it totally disappearsand i have to go to oe and there it is with its little stupid error box
