A friend has this issue on his system.
Here's what I tried so far. (prior to setting up his Netscape mail program)

    1. repair IE - no go
    2. upgrade IE at Win Update to IE 5.01SP2 - no go
    3. uninstall OE via Add-Remove, Program Files and all references in registry. Reinstall OE, - no go
    4. backed up and reinstalled registry references to Identities as per MSKB, this is a cause of OE failure to start. no go
    5. Obviously, full system virus scans. clean

    WAB works fine.

When attempting to launch OE, the hourglass appears for a few seconds and then returns back to default cursor. When atempting to send mail via a webpage or the WAB, a window pops up that says "there was a failure to load Outlook Express ". There is no Details message or any other info.

Something in the reg is prevent his OE from launching and I'll be darnd if I cannot locate what it is. He is currently happy w/ Netscape mail client, but it bugs me that IO cannot solve this problem!

Yes, that'sthe one, but I may not have applied it correctly now that I have reread it. I'll give that another shot.

Also, I was doing that part over the phone & couldn't see exactly what he was doing. (it took a good 10 minutes just to get him to backup the registry itself, just in case we needed to restore it.)

But what baffles me after I first had him uninstall OE we deleted all those reg keys. It could be that windows used an older registry at reboot and loaded the same keys back as a result.

    That don't baffle me any.

At start up Windows will use the registry that IT THINKS is best. Whether it be right, left or somewhere in between.

That is why after I make any changes and find the the system is going to be OK, I use scanregw and make a new backup and DELETE all other rb00x.cab files and any system.dat, User.dat, system.ini and Win.ini backups that have been made.

One thing to note here though is that I am using Win98 First Edition which is ( or may be ) a little different then SE or ME.

This is one way that I have found to beat Windows at its own game and stop it from reloading stuff that I took out.

But, I do not recommed this to anyone that is not familiar with the working of Windows as one mistake and all heck could break loose.

BTW. :( That has happen to the writer of this reply. :(

I figured it did just that BillyBob. (win 98, not SE)

On my system I used to keep a month's worth of 000 cabs.
