Outlook Express - Start the Newsgroup Reader

Am running XP with Office 2003 and IE6. (Refuse to use IE7.) Instructions in Help section of Outlook say that "The first time you use the newsreader, you must add the News command to the Go menu." It then lists the instructions to access the toolbar options on the standard toolbar, which I am using.

There is no required Toolbar Options arrow on the Standard toolbar. Nor are there any of the additional commands llisted in the Help site. Any suggestions on how to get the newsreader installed or suggestions for other newsreaders to install?
