   If I try to restart Outlook Express 6 in Windows XP (SP 2) after exiting the program, it will not start unless I first exit the msimn.exe process in task Manager. Why is msimn.exe still running after I have exited the program?

   Follow the steps outlined in An Outlook Express basic repair kit to reregister OE and it's associated library (.dll) files and see if that clears up the problem.
