outlook express problem

my mother has a problem with her outlook express where she can't view image files. she gets one of the windows popping up asking what program to use to open the file with. does this mean she has no application loaded for viewing photos?

 

When she gets the window asking for the program, have her point it to InternetExplorer. That's the default program for viewing graphic files in Outlook Express.
