Try this - restore the New Message Window from the Taskbar, drag it to the size you want (important you do change the size) and then click File > Exit.

Open a new new message window - does it work?

If that doesn't work repeat the above, but hold down the Shift key while clicking File > Exit.

Open a new new message window - does it work?

If either of the above work all new message windows should open to the size you designated.

Just re-read your post - you do mean a new, blank message window, not opening an email?
