Was compacting messages when power outage occurred. Started computer up after and discovered emails that were saved are no longer. I looked in the folder where the messages are saved and it shows they are there. Tried to collect them using other email programs that would transfer them over but that was unsuccessful. Tried a program that brings up the dbx files and restores them to OE but that was unsuccessful. Any ideas?

I rather suspect that the *.dbx files that you see in the Store folder are new copies of those folders and the power outage corrupted the compacting process.
Did you have any user folders in OE - i.e. folders you had created and do they show up in the Store Folder? The default OE folders are recreated if deleted when OE is restarted.

From the size of the *.dbx files is there any indication that they contain mails?

Try using MiTeC Mail Viewer to view the contents of the .dbx files and confirm that they contain the lost mails.

Yes, it shows actual sizes, the sizes of each dbx file is what was there prior to compacting them. I can even copy them and the exact size is the same as the original, it just does not show them in OE anymore.

    A suggestion worth trying ....

Create a new Folder on your hard drive - Outlook Express.

Copy the .dbx folders into it.

In OE go to Tools > Options > Maintenance Tab where you will see the location of the Store Folder - write down that location for future reference.

Change the location of the Store folder to the new folder Outlook Express that you created and OK out. You may receive a message from OE stating that the folder contains mail folders - do you want to switch to that folder - or words to that effect. Agree and Close OE.

Open OE and see if all your emails are now recognised.
