I'm in Outlook Express application. I receive an email, that has a hyper-link.

How do I control which browser application is started?

I want my Netscape 6 browser to start. However, and older version of netscape,
    netscape communicator, always starts.

Even if I have Netscape 6 open and running, if I click a hyper-link within an OE email, it will always start Netscape Communicator.

You'll need to change the file-associations for URL's.

Try opening Preferences under View in NS6 and making it your default browser.
Go down to the Advanced, System section and check all the boxes to allow NS to handle these protocols:
http, https, ftp, chrome, and gopher.
If there are similar settings in 4.79, uncheck those same protocols (actually it is a good idea to try to uncheck the old ones before checking the new ones).

If that doesn't do it, look at this article. Scroll down to where it says, "Resolving the second cause ".
    http://support.microsoft.com/default.aspx?scid=kb;en-us;177054

Follow the steps, but in the place of iexplore.exe, put the name of the executable for NS6 (If you are not sure of the name of the exe file, look in the properties of the shortcut to NS6.)
