[Outlook error: can't start because BCSRuntime.dll is missing]

I purchased a new computer that has Windows8 and Outlook. When I access Outlook, I get the following system error message:

Microsoft Office Outlook:OUTLOOK.EXE - System Error
The program can't start because BCSRuntime.dll is missing from your
computer. Try reinstalling the program to fix this problem.

I have tried, but I can't fix it. If I click on the OK it will work, but that seems to be an unnecessary step. Can anyone help?
