Outlook 2002 won't start

    I am trying to run Outlook 2002 in win98 and when i do its starts to copy from the Office CD but fails with a 1304 error saying it can't access Outlctl.dll.
    I have tryed everything new CD copy the file manually everything. I can't even copy the file to thw directory manually. I just need to get my mail out..
