onedrive sync

Helped a friend with a new computer and all his files are now synced on Onedrive. I've attached part of a pdf that describes the process of locally changed folders and the action taken. It doesn't come out and say locally deleted files are also deleted on onedrive. Do you think from how the process is described that is what happens? thank you.

Keep it or delete it, it's your choice. To remove OneDrive Stop the sync service by unlinking it in the app's settings, then uninstall OneDrive like any other app. It is actually built into Windows 10, so it does not really remove it, it disables it and hides it.

I noticed you were still waiting on a reply to your question. A Google brought up the above.
I conclude from the MS answer that deleting on the HDD/SSD will not delete the entry in the One drive, but you are left with a "Ghost" on your drive.
