ladyLuck--I have Win98FE and OE6 but I do not have these files.
Log files generally are just that, a file of information about what happened when you did something. The PC does not need such files, but you might like to have it.
Have you opened the files? (They should open by just clicking on them.) Do you care to have the info they contain? What is the date of the files (right click|Properties)?
You could always put them in Recycle Bin (but do not finally delete) or just rename to something else (like Pop3.old) and see if you have any problems in the next few weeks caused by their absence. You can then easily restore.
On the other hand unless you really need the space, why not keep them?

I was able to open it up once but now it wont open. It looks like it is a log of old mail and also when I had a different ISP. As I was looking through it I saw My Old ISP in there.

It does not show the actual message ,only something like "message received "

The date of the Files goes back to Dec 2001. I had a different ISP at that time if that means anything. Yes, I am low on space. Also I don't see any advantage keeping it if it can be deleted without any problems

Thank you for your response. I appreciate your help

You can delete those Log files. If you want to keep them from being created in the first place, go into Outlook Express. Go to the Toolbar at Tools\Options. When the Options window opens, click on the Maintenance tab. Look to the bottom where it says Troubleshooting, uncheck the logging options for Mail, News, IMAP, and HTTP.
