OE removes "unsafe attachments" without checking.

    Outlook Express/Win 98SE/OE 6. Almost all of my messages that show
    attachments are blocked with message: "OE removed access to the following
    unsafe attachments ". How do I take control of this? >Thanks "Weaver2 "

    Open OE and click Tools > Options > Security > and untag the box labeled "Do not allow attachments blah blah blah." OK out of there.
