norton internet security disabled...

windows 98se - norton IS 2003 - norton systemworks old -
internet dial-up box appears on startup and before all norton and microsoft programs. it must be cancelled numerous times before any program works. The first time I noticed it I found that antivirus and firewall had been disabled. Has norton whatever upset windows somehow? If I am already connected to the internet no dial-up appears and no norton or microsoft program will load (nothing happens). Other progs work fine when I am on or off line.
